personally, I wouldn't support for Somali people to marry a foreigner whatever he is, because they have different cultures and will cause problems.

Yes refugees have legal rights. Same legal rights Somalis use to claim asylum. Nation states are required to give safe harbour to refugees. I don’t know how this works with somaliland but regardless they have a right to be protected by their neighbours.
