That looks like fun and a great way to learn!

I think this is not a good approach.

Horta, the teacher himself has to have a great deal of comprehension of the English language. His Pronunciation of the language can go a long way.
That said, he is doing his best. We gotta start somewhere.

My approach would’ve been that I utilize the projector for these kids to watch YouTube English lessons. Say the words after that native speaker. Even break the word down for it. Even utilizing something that sounds close to a word In Somali. Practice this with the classroom. This should be conducted at the beginning of the class. Then have pairs come up and use that word in a sentence like the YT teacher did.

I agree with him of making them speak English during this classroom.

But shouting at each other without no correction is not the way.

I assumed the teacher was walking around to take notes to correct them later on.
If he is not present, then yes, this can be problematic if it's regularly done. Any practise is good to be fair, so I hope he's using diverse teaching methods.

Learn Swahili or Arabic or Chinese not english

It's the global lingua franca for trade and the sciences whether we like it or not, sis. It's useful for any country's denizens to know more than any other foreign language.

They said English proficiency in oral and writing is required on higher educational institutions in Ethiopia and that's why they're putting extra efforts in learning English...

Swahili? Seriously? All these languages have almost zero economic value compared to English, complete waste of time.

One of the biggest problems in Ethiopia is the poor quality of grad students, most can't even produce quality dissertations or collaborate with international scholars due to poor English.

Somalia needs to do same, we need to stop wasting time teaching even Arabic (unless it's for religious studies). We can't afford having a trilingual policy in education, even Saudi Arabia is ditching Arabic for English starting in primary school next year.
