PL is in a UNION with Somalia not a part of Somalia, it is a de-facto independent state, it maintains its own armies, ministries, collects its own tax, has its own parliament and constitution.

Yes they do, they have their own state constitution which they adopted in 1995 if I’m not mistaken. There is also a federal constitution in Ethiopia, the same context applies to all states in the US, Australia and I’m sure other federations out there. That’s how a federal state works lol
