For sure,abiy was forced into it but afwerki does not care-He wanted to see ethiopia in shambles and abiy was his ticket to make that happen-So the peace plan naturaly drove a wedge between them.There is some truth to this, however, even though I ain't a fan of Abiy, we have to realize that Ethiopia cannot do without the foreign aid it gets, so if the financiers of the government withold millions or billions until abiy does what they want; such as make peace with tplf-led-tigray; then he has to oblige... eritrea maybe poor, but it doesn't depend on aid from others, so it can pretty much make its own foreign policy, and regional policies, and so on....
not to mention the ethiopian army is in shambles and is being restructured, because all of their most experienced generals were mostly tigrayan
