His threat by no means will stop the second filling of the dam in the next 3 months. And btw, Ethiopia never touches the waters of other countries since it never gets a drop of water from other countries. There is no single drop of Egyptian water in Ethiopia or of any foreign water in Ethiopia. All the rivers in Ethiopia originate from the Ethiopian highlands. Ethiopia exclusively uses Ethiopian water. If other countries want Ethiopian water then they should negotiate in good terms. Threats and foul language won't cut it.
