Varied depending on who owned the hospital. Pretty much all the government and Soviet owned hospitals were free, but the Italian ones weren't.

3 of my uncles are doctors in Xamar but you’re right, this is laughable. It’s probably just something for the press because I can’t see this ‘long term’ 4 year plan being achieved. Even the NHS ain’t perfect.
