Why where there families living in the ministry in the first place ?

He was appointed recently and all of a sudden he's selling gov land and buildings to the highest bidder. Don't listen to his fake shenanigans that says "We'll do a makeover for those buildings..." It's a tactic to displace people from the premises so it can be sold easily.

I’m assuming it’s due to poverty during the civil war, and that they just stayed afterward.
