Hirshabelle is also to be dissolved, Middle shabelle is to rejoin banadir and hiran gets its own state. Hiran, banadir and galmudug (mudug on this map) should form a political unity and function as a single state centered in Mogadishu, a unified hawiye fedral state with strict autonomy in place to ensure Mogadishu’s taxes don’t go anywhere outside of hawiye territory and top positions in every sector is reserved for hawiyes only
