Regarding those who opted for Oromia; there were some border communities who lobbied to Oromo officials and the federal gov't to arrange a referendum so they could change federal region. This was mainly those who politically, culturally and/or socially identified with their kins on the other side, especially Oromo speakers living in DDS.

Despite only some expressing this wish, they ended up arranging on all border areas alongside Oromia, which subsequently gave all locals (including Somalis) to determine where which region they desired. And some made that decision.

As far as Jarso, the Oromo Jarso were one of the main clans who wanted to split. However, the Somali Jarso were mostly not in favor of it. What many don't know is that they actually campaigned to remain in DDS when they announced the referendum. But in the end, most of them chose to leave for Oromia.
