Before anything, there needs to be a system that keeps track of all governmental funds, one that shows who accessed what and when.

This needs to be managed by a group of rotating experts that are not part of any political party and even THEY need to be monitored by a different rotating group of experts.

Somalia needs extreme measures to tackle corruption.
