My personal analysis: Parliament speakers are passing laws without the support of the Upper House

Even as a supporter of HSM’s government there seems to be very little opposition (right now it would take a brave politician to be an opposition in Xamar while Shabaab war is going on and the security situation), significant power grabs, pushing through laws quickly that have massive implications that do not seem to have been given time in parliament.

This is the sanctions bill (important bill as it allows the government to confiscate property on the grounds of national security) that has been passed while it was still stuck in committee on 2nd reading. After a ‘motion’ supported by supposedly majority of senators that voted it has now been passed on 3rd reading without any changes and been sent to the President’s desk.

All members of the committee for the bill tasked with proposing amendments have come out and said this is an insanely vague bill and fails to protect the public/businesses properties. They did not support it as it is.

Interestingly the Finance Minister of Galmudug is one of these and a Senator from Galmudug that represents me. Both would be inclined to support the government so aren’t your usual CBB/mucaarad.



They make clear it that even on video the 32 votes for the bill and 19 for the motion do not exist. Yet the deputy speaker for the Upper House claimed it did and if you look at the picture below of those supporting the bill and motion you can see the numbers do not add up.

Another thing mentioned is a lot of laws are being asked by the Ministers to be passed that are ’important for debt relief’ which they dispute.

Right now this is being overlooked by the IC. How long that continues will be interesting. It might be too late by then however after HSM signs the bills and claims legal legitimacy to carry them out. Important other events on the horizon are UAE bill which needs significant scrutiny as it’s a matter of sovereignty, the constitution given once its ‘complete’ it’ll determine how future elections are held, the resources bill (oil,gas etc), NISA bill, and the lengthening of the presidential term.

One last observation, not a single FMS leader has protested about this yet. If this was Farmaajo they’d all be screaming dictatorship! I wonder what has kept Deni quiet, maybe he’s fighting too many fronts and doesn’t want to be even more isolated. We know why the rest are, they have little power to oppose HSM right now. The hilarious situation where Galmudug’s Finance Minister is opposing but his President is tacitly supporting this through his silence.

dictatorship plain and simple. The furstating thing is that, those who are passing these long lasting laws will not be here next term
