The part about Bihi is believable. Cagjar is a tool for Abiye and the Amharic. Who is the man that is speaking. This sounds like inter OG conflict, is he Mohamed Zubeyr. He's very pro Somaliland which is unusual for an ogaden. He understands that a strong Somaliland means a strong economy for DDSI

What I do beleuve is we can work together.
He have had a historical ties with Isaaq which was both ammicable and conflicting.

But the status quo had been damaged by the kacanka govt who were exploiting the rift between Og Vs Isaaq and made it large scale.That is the reason Isaaq stopped supporting any Ogaden resistance especially ONLF further escalating the rift.Things howwever have started to normalise.

I dont know what Mustafa is planning but I dont trust him one bit.There has been influx of amhara peasants in the region and it brings inbalances and inequalities it also makes trade with SL difficult as they want to control it eventually by having the lions share in the trade.Because we remember oromos have been migrating to SL for the past 20 years.Amhara and oromo do work together like the way they took over harar and Dire dawa.
