Children bring blessings. There is nothing wrong with limiting the amount of children you want to have, but intentions matter. If you choose to not have kids because you fear that you will not be able to provide for them, this is haram. Allah has promised that as long as you call unto him he will provide. Not having children out of fear of poverty means you lack trust in Allah which is wrong because he is Ar-Razzaq.

Same reason people always had many kids. 3 out of the 7 survive to adulthood. Maybe they could bring the family out of poverty. Its the only investment plan they have.
