Japan still maintains a very high shame culture. People there often recognize behaviors as wrong but refrain from openly acknowledging them.

Many of those countries have significant irreligious populations. Thailand stands out as notably different, being predominantly Buddhist but still has one of the highest prostitution markets globally. Adultery and modern morality are primarily influenced by Abrahamic religions. Throughout much of East Asian history, cheating was not considered severely taboo, and it was commonly accepted that many men engaged in such behavior on the side.

These factors are probably why Thailand is first even though it's still very much religious.
 
I'm surprised Brazil's not number 1 given the amount of cheater revenge head-shaving and gore videos that come of there.

It’s not even a joke, Japanese women don’t see cheating as a bad thing. No self respect whatsoever. And they apparently have so much sexual harassment that all phones in Japan have to be equipped with a shutter sound when taking photos to prevent creeps from taking inappropriate pictures of women.

It’s not even a joke, Japanese women don’t see cheating as a bad thing. No self respect whatsoever. And they apparently have so much sexual harassment that all phones in Japan have to be equipped with a shutter sound when taking photos to prevent creeps from taking inappropriate pictures of women.

Japan even has women-only carriages in trains due to groping and sexual harrasment being such a wide scale issue over there.

As you said they had to make all phones in Japan use the shutter sound for photos because it is so prevalent for people in Japan to take photos of women under their skirt in crowded areas. I've heard some even go as far as importing non Japanese phones so they can take photos without the shutter sound.
