Gov needs to put Mogadishu on lockdown and issue IDS to anyone who needs to move around the city a lot.

Gov is focusing on juba and shabellaha but the khwarji are already in the capital doesn’t that render the operations useless if you can’t put tight measure on the very centre you’re operating from
