Its going to be diffcult to ban khat in Somali, The first stage is to stigmatize it, the an awareness campaign to soften the people up for a ban.

Our country is seeing small but promising signs of a change for the better. This summit is mostly symbolic but it is a symbol of a new dawn for the Somali state and its people.

When it comes to Khat a mixture of increased taxes to fund rehabilitation centers and a information campaign against it can reduce its use until a full ban is phased over a 10 year period. A ban that is not gradual could make the situation explosive and undermine the reemerging state institutions.
