I change positions also but I also provide the reason for the change. I understand there might some issues with the examination, but the minister is saying everyone in Somalia will be on equal footing, for fairness. Puntland wants to act independent while requesting their share from FGS. Why not follow the minister suggestion and if it doesn't workout or funds get appropriated, you can always expose them and hold them accountable.
