Mogadishu cannot be regional government and federal capital at the same time ana leh(regional government) iyo waan wada lee nahay(somali capital) is logically fallacy. Besides the people asking for their rights in muqdisho, I pose a question did u even enter the city legally? most of them are squatters from 91 like the harar squatters after adal fell. How can you give illegal squatters rights? Mogadishu status should cover only 'only hamar wayne' district which is the true settlers of the city and the rest of the city make it apart of 'Shabellaha' Hoose among the booran invaders or gaalo madow as the Ajuuran called them, ileen isku dhaqan weeye.

Banadir population has grown fast and is now around 4 million meaning Mogadishu would have similar power and influence as Puntland and bit more then Somaliland.
I believe Galkaacyo would be a good choice. It would bring capital closer to the north. Mudug would be dived into two; south mudug to Galmudug while north Mudug is given to Puntland. Galkaacyo would be controlled by FGS as new federal capital.
Galkacyo only having small population of 130,000 wouldn't be a big issue.

Mogadishu may be large but it's generally poor and not taxpayers. Largest tax payers are in PL. Largest military due to territorial axis of the nation. For example a galgaduud relatively small territory in the north, sweeped thru the south and captured it, so the south cannot defend itself due to be settled population.
Imagine Puntland where Galmudug are basically client state and report to Garowe. Influence is based on money, military, territory, strategic location. Puntland nomads contribute taxes when they export from Bosaso. Plus with oil on the horizon and PL owning 50% of the sea and 30% of the land, the economic situation will favor puntland as being the CAPITALIST of Somalia
Taxpayers come first. Livestock owners, not peasants who don't contribute a dollar to the government. The other thing is if Mogadishu is large why are they so weak to protect their territory? that doesn't add up, their a bunch of tabar daran clans, I saw them with 10 techicals to each xafaad. Puntland has 1000 technicals when added up. Economy decides Military size sxb, south come to PL for work, not puntland go to the south because puntlanders are rich

Puntland owns Beletwayn to Burco, that is 700 Kilometers worth of soldiers. Anyone who denies that doesn't understand military, PL fought southies in garacad, suuj, garmaal. Besides Mogadishu today includes all shabellaha hoose, their camps are all over the place. Shabellaha is empty. So the South is basically one city there is no more 'gobols' there. Infact calling it gobols was stupid such a small territories.
