Each state should honestly only be two regions in the long term. Then devolve the power from there downwards. We should accomplish this within HSM’s term as we introduce one person one vote and councils over the next few years.

Sanaag+Sool and Banadir need their own representation and ability to spend their own development money. Rather than have it be controlled by FMS, FGS respectively.
