You have to understand gangs like Mali boys or Woolwich gang were started at a time were Somali were knew to the country. And at that time being Somali made you an instant target. UK was rough back then so Somali had it hard.
Somalis literally created these gangs to protect themselves and their families. It was a matter of survival. Somalis today have the respect and fear they have because of those gangs that created a name for Somalis.
I agree though that today in 2024 there is no need for Somalis to be on the streets, as the purpose of those gangs has been accomplished (Somalis aren't a target anymore). So any somali that is on the streets gangbanging drug dealing is completely in the wrong.

Most of the somalis in London are actually Hawiye,
South London is Abgaal (except South-East that's Isaaq)
East London is Isaaq
North London is Habar Gidir
West London is mixed
North West London is mixed (but Camden borough is Majeerteen and Daroods)

Most somalis live in North West London from what I know but your right we are more spread out. You will find somalis in every parts of London. We don't have our own enclave like other demographics.
Is there a reason why an enclave never happened?

I really don't know. I think is because somalis came from various countries when they began emigrating to the UK. Hence why Somalis were placed all across London by the government.
I bet Elon Musk is in the comments on his burner. I will not be watching, how we went from least known ethnic group to worldwide is crazy.
Same thing happened to Mali strip. Started off somali but now has Albanians, Pakistani and even English youth. Odd how the name sticks though.
Many somali gangs in the UK were originally formed to protect somali youth from Jamaican and other African gangs. With Somalis moving into these estates they were easy targets and the gangs formed fought everyone. Nowadays there really isn't that many actually fully somali gangs since we gained a reputation for fighting back.
