These elders and businessmen are victims, not supporters. In an ideal world, where their lives and businesses are not threatened, they would never support al shabab. Every week, people are getting assassinated by Al Shabab for not complying to their orders, they’re just preserving their lives.

Impossible to differentiate between someone paying tax because they were threatened and someone paying because they sympathize with them. You need to draw the line somewhere, an example needs to be shown that if you are caught paying tax to AS you aren't a civilian and will be killed, regardless of circumstances.

In my opinion we should arrest them in the meantime and freeze their assets.

So either al shabab kills you, or the government does? Idk, doesn’t sound like a good solution.

We done this in Galkacyo. Anyone who shelters and aids Al-Shabab will be imprisoned or executed, their homes will be seized, and business closed. No excuses.

Only when the government has the capability to protect them, with the campaign going on in HS and GM, people who still pay after liberation should be prisoned.
