You can simply tell poverty levels by assessing the most poor in each region as a measure, such as IDPS. They live far better in Puntland then anywhere else, look at them in mogadishu and hargeisa shocking and the reason is simple the locals in those areas live pretty bad themselves and can't help them. Puntland can help to lift them up to at least better conditions.

This is because in the original report Puntland was just a proxy for the "north east" which combined 3 regions. Which included all of Mudug part of which is in another state that is were the sampling error is coming from.
Secondly "anecdotal evidence" is not reliable form of evidence
Thirdly this would directly contradict the Somali High Requence Survey they are referencing.

This doesn't prove anything, if PL is the poorest part of the country we need evidence, not suggestions of anecdotes.

You measure a society by it's poorest and how poor they are, you can't compare puntland poverty level to the rest of the nation, it's impossible and being unfair and untrue. If mogadishu and hargeisa are so rich the locals why do they tolerate such poor idps in poor conditions?

No they didn't, the only place in the report where the SHFS (somali high frequency survey) is mentioned is in the screenshot you posted in which they're telling you that they directly quoted it.

at least Hargeisa has financial / banking , telecommunications , etc. They don’t have a single company worth mentioning. Majority of their population work as restaurant servers and shitty construction workers- Status
