allah speech in the quran said “Allah does not burden a soul beyond that it can bear” (Qur'an, 2:286) and (2:155) We shall certainly test you by afflicting you with fear, hunger, loss of properties and lives and fruits. Give glad tidings, then, to those who remain patient.

You may apply those verses to what is occurring in yemen and somalia, however Allah also punishes those who engage in actions like tribalism in somalia and terrorism by shia+ groups in yemen.



Are the people of Somalia and Yemen being punished or put to the test by Allah, then? or maybe both ?

ALL of the above. Unchecked Sins- and lack of praying to Allaah swt for their concerns. The test we are given we have a potential to over come it, Allaah swt already gave us a pass mark. We just need to change in Gods name, repent, and ask for your wishes. Its really simple.
