You’re talking out of your ass. Muuse Biixi has nothing to do with that and the majority of HA are aggro-pastoralists. If I’m not mistaken, Ciise Muuse are generally pastoralists. This is purely a nomadic people’s issue, typical in all pastoralist societies.

Ciise Muuse are very much native to Burco and Togdheer. They always have councillors voted in the local government and they always have the xoghaye position in the Burco local council.

Ciise Muuse don't live anywhere west of Berbera itself. They don't even have any representation in Bulaxar local government in Saaxil which is made up of only Sacad Muuse.

They probably do live west of Berbera but maybe more as nomads same could be said about habar yunis, there's no town I saw on the map between Berbera and Bulaxaar. I may need to look at other maps.
