Culusow will now have to negotiate with Deni, something he spent millions of stolen tax revenue avoid.

Puntland is fine with some of the changes Culusow wants to make like having a single district for the whole country so that where you vote does not matter or having the president be directly elected.

The probalem Puntland has is with constitutional changes that Culusow pulled out of nowhere, like having an electoral body based in Xamar run local and federal state elections, moving to a presidential system, or giving the federal gov new exclusive powers outside of the 4 mentioned in the existing constitution namely:

1. Foreign Affairs
2. National Defense
3. Citizenship and Immigration
4. Monetary Policy

If negotiations are entered in good faith, a deal can be hashed out fairly easily.

This isn't a negotiation between HSM and PL. There are 4 other member states. A start would be him actually turning up to the next NCC meeting in engage with the rest of Somalia. Or else its full steam ahead regardless of which state supports the changes and which doesn't.

I don't see anything wrong with the constitutional changes that you say PL are against.
