Good question in international law it’s mere symbolic same as when sheffield recognized Somaliland how ever it’s something new for decades puntland had a strong stance they refered Somaliland as mamuulka gooni goosadka mamuulka dir woqoyi mamuulka iski ku dhawaqay gooni isutaaag 2025 puntland signs deal with Somaliland and say wa dawlad calan leh. It doesnt matter, this stance can easily be reversed whenever Deni is replaced or take it back whenever there is another beef between SL and PL. PL is not an internationally recognized official government in Somalia so their opinion holds no weight in regards to issuing international recognition, so its just that a state stance.

Cirro has no influence over most Dir especially not the Southern Dir.
