is this how you build a broken country? first you start at the beginning and invest in farming agriculture etc after a while population grows and tax money comes in. with this new money you start building things to upgrade the country step by step you become richer

Thing is, Somalia is a barren wasteland, except for down south. Farming agriculture is out of the picture here.
 
Actually farmlands are just one of the many resources countries have. The best way to make any country rich is to first do an inventory of the resources you have, find money/machinery/skills to exploit that and turn that into profits. After doing that, you should focus on making your citizens skilled labors so they can manufacture stuff, and then you can sell the to other countries.

In Somalia, we don't even have a clear inventory of our natural resources. There's talk of oil, minerals, etc.. but we don't know exactly how much. With that said, I suspect between that and our farmlands, and fishing potentials by having the longest coast in Africa, we can definitely develop fast. The problem is our leaders are not that visionary, and the second problem is that we currently have citizens that are neither educated in the fields that matter, science, math etc.., nor skilled labors, people who can work in factories and produce gatchets, cars and other equipments/technology.

That’s why we need to offer our educated diaspora jobs in these sectors so they can improve it. Though before we do that, we need to be able to prove the country is safe and secured for them to stay in.

Somalia needs a cultural transformation. Our culture currently is too relax, and it isn't work oriented unless that work involves in as little activity as possible. Somalis will open a business, selling anything, sometimes 10 shops near each other all selling the same stuff, before they adopt 10 hour work days at plants, etc... We just don't like hard work.

Such a shift in culture usually happens when there are many opportunities for jobs and businesses. As long as we start, eventually everyone will catch on board with it.

No bro, jobs, and opportunities can never come about without having that cultural shift. Countries with people who are hard working professionals are the most advanced. Tell me what kind of work do Somalis know besides businesses? Where are the builders, farmers, and the blacksmiths and the plumbers? How come there are a gazillion schools in Somalia and none of them are polytechnic schools that teach handy work? I always laugh when I see some student in Somalia being praised so much on social media because they are the top of their class. It's not their fault but these classes only focus on non practical education.

My solution for Somalia, forced education. 50% of adults go to apprenticeship programs where they will be forced to learn to work with their hands. They will learn about building stuff and fix metal, and they will have no choice in it and when their training is over, they will work 50 hours a week, and again they won't have any choice in it. 40% of the the other 50% that remain will be forced through an intense science, and engineering schools where they will learn the theories behind all the technologies that the world uses today, phones, cars, trains, planes, ships, how engines work, how air conditioning systems work, how to manufacture, how to manufacture most used medicine in the world, weapons etc... Again, they won't have a choice in this, and once their schooling ends, they will be put to work, and they will work with the builders to build the country up to a good standard. the remaining 10% can do the business stuff. After doing this for couple of decades, then we can slowly drop these mandatory regulations.
