Somalis never had a Royal Family that rules over all Somalis & on top of that Somalis historically have never viewed themselves as one unified Nation. Qabiil would be the main obstacle that'll prevent such a system from being implemented.

Somalis always put qabiil above Nation. Whereas, Arabs are able to see past Tribal differences & build a unified Nation as shown in history.
