Honestly tho, I'm horrified to think that there is even a slight possibility of HSM selling our water to foreigners 
Realistically Somalia can’t do a lot against strong countries like China due to us being weak. In time as Somalia builds its state capacity, can Somalia protect its waters. For now, langaab countries fishing in somali waters like Thailand, Iranians etc they should be detained and their vessels destroyed on sight.
You can use those loans you get to build a navy, even buy old navy ships from countries like Germany. Even pay some people to go around in boats and protect our waters. It's really not hard as people make it out to be. We had a group of 100 ex-geeljirs terrorize the entire world with makeshift boats and AKs.

Loans should not be spent on military equipment. Most military equipment needs servicing, which is a long term spending commitment and we can’t afford to spend the little budget we have on this.
It should only be spent on creating revenue and things that will increase economic growth.
For example electricity projects, building or expanding ports, roads to connect major cities, internet access everywhere, dams and reservoirs, agriculture so we can produce more food and potentially export etc.

Why would he do this? I mean give away Somali resources?
Kulaha as a way of attracting investors, if you sell out your resources dirt-cheap, you get money. And that money will end up in their pockets anyway

Come on man? If we can make 300 million from fishing alone, how can HSM not pay 5 million to Eriteria? What wa the point of training that navy if they want take over from EU patrolling our waters?
