Is HSM Being Tribalistic by Leaving Key Ministries Unfilled?

The two main Darod-run ministries are left unfilled even if the country goes down the drains. HSM would rather Somalia have no foreign and security ministries than have them led by a Darod:

From what I’ve read they both choose to do something else . One of them decided to partake in the PL election and the other wanted to become ambassador for Qatar ? Or did HSM make it so they had to leave those positions? What’s the actual story here?
