In Canada the government builds hoods right beside the mortgage houses. So where were all the kids from those neighborhoods at? Inside with their iPads and PS4's. I don't know about the west but here back home bullying breeds what we call Ciil-qabe. Ciil-qabe patients will ruin everything they touch once they hold any kind of power to settle old grievances.
