But that is not federalism. The governor has an administration and the rest of the shebangbang.

The fgs goes through the gov, not the local level govs.

Besides the fgs ought to evoke martial law in certain regions to stablize them. After that is done they can stablize pl and sl. But a corrupt unconstitutionally acting gov cannot restruce another corrupt unconstitutionally acting reg gov.
