Child birth over there, much like the west is on a steep decline, this is probably their solution to encourage marriage and child birth because now you don’t need to wait to be 15, the previous marriageable age (I’m not defending this, just explaining their reasoning)

Parliament has only passed the FIRST reading of proposed amendments whereby it was immediately REJECTED by majority in Parliament. There are also protests planned for Today 8th August against this bill which was proposed by "Islamist Parliamentarians" who are out-numbered by those rejecting it. Parliament will deliberate on the matter but it will not pass when it comes to voting.
