No, because there are no employment opportunities, industries are very low and limited.
@OP, these studies are flawed, people place IQ numbers on entire populations because of a test conducted on a select few. Most human minds have the capability of reaching high levels of intelligence if they're nurtured and exposed to the right type of education.
Just because some are unfortunate to have no education, doesn't mean they're doomed to be idiots.
But this means even if there are opportunities people are not smart enough for the position. Is that why there are many Kenyans and others in Mogadishu? All websites tell me average IQ is 68 which means borderline mental disability.

IQ is BS when it comes to individuals. It is somewhat useful when it comes to population means, but with individuals one can score 20 points difference depending on mood/alertness etc.
That figure is derived from malnourished Ethiopians and Kenyans. They have never tested Somalis so far.
