Apparently all men 18-60 banned from leaving Ukraine also includes foreigners.

The indians and africans should have got out before all this chaos. I do not understand why they waited for things to get this bad to leave?
Many study in Eastern Europe in the hopes of trying to get to the west. They don't want to return to their countries after studies.

Actually India, China and UAE abstained from the vote maintaining a neutral stance
