Ethiopia on the whole is much safer. Any conflict is far from major urban centres so a tourist going to Addis wouldn't have been aware that there was a war in Tigray.

Ethiopia is not safe, didn’t like 800,000-1 million people die during the war in tigray? Like 10%-15% of Tigrayan people died in the span 2 years (2020-2022).
