It's not in the UAE'S interest to help develop Somalia's marine resources or our logistical capacity in terms of ports. Unless it is to loot for their own benefit and sabotage any progress.

Manage our seas ku laha. How incompetent do you have to be to ask another state to "manage your seas". Even after the colonists left and Somalia was a poor country, great efforts were made to build up the country by Somalis themselves without signing control away to outsiders.
