Tbh, I don't think Hassan sheikh has the ability to do so. He doesn't have the millitary capability to order Ethiopia's or Kenyans in Kismaayo to leave.

However if Somalia did have an army capable to cover all Somali territories did exist laftagareen wouldn't be able to say No. If he did he would be removed along with the Ethios.
