Individually yes but administration wise S.ilanyo administration was more bent. They stole
the money for the Xumbaweyne project, stole much of the Kuwaiti money for the construction
of Hargeisa airport, sold all government owned lands in Hargeisa, stole the money collected
for the drought of 2016 and the list goes on.
