He has multiple industries.
I'd say that we need proper training in Somalia/Djibouti, if we were to give the locals a job!
The Governments gave up on the Youth. Most of our revenues are stolen by greedy politicians.
If we were to have the "Roaming 20s", first, we ought to live in corruption-free lands!!

But the question still lies here:
How can we fight the weak nature of humans? (morally corruption is way more recurrent in humans, we are de facto weak!) thus, we need a solid system that punishes people who don't work properly.
