This isn’t a positive thing. The man is trying to say the goverment won’t move forward if Puntland doesn’t cooperate. This isn’t something special to PL. any Federal state can do that as IC requires Somalia’s nation building involving all FMS ( Minus SL obviously) + BRA. This is just a bad look on PL from the IC point of view.
The SFG depends on every Federal member state. Not just puntland. You don’t think KGS, Jubbaland, GM etc can’t do the same exact thing PL is doing?

U wonder why HAG is dysfunctional. U have no philosophy so no 'siyasad' and every hawiye who comes to power will encounter other hawiyes stopping them. That's why PL/JL are united on 'siyasad' regionalism, no matter at any attempt u try to cause division, ppl don't disregard their 'philosophy' becuz it's in their 'survival' interest. Talo waxaa ka horayso 'siyasad' iyo siyasad waxaa ka horeeyo 'philosophy' and then u create a united hawiye, none of which exist.

@Somali Ugaas, she is right Puntitequeen. Before PL created the SYL due to our own kingdoms being sacked, no-one in the south knew of 'self rule' or couldn't impose it due to diversity of clans. Italy bought out large land 'acrage' to settle italians is not even hidden but well known, it would've followed in the south africa model 'minority italian rule, majority ina gumeed rights'. It was siyad who saved djibouti from this dilemma as late as 77, u think the south would be any different to djibouti? they may of got independence like after the 90s like south africa but who knows.
