Too big of a problem to be solved in under 4 years minus the federalism part which has seen some success in the past years leading to now.
The most important thing is to get rid of Alshabaab, if he liberates 80% of the land from those filth I will deem his tenure a success, he should prioritize that or he will be a failure.

At the least he should begin elections within Xamar for governor etc. that would prove that we’d be on track.
It’s understandable if places that have large terrorist under Shabaab control like the south can’t get to elections.
The framework should be implemented in Puntland, GM, Banadir.

Write that down .
If we get rid of 4.5 we will go to 1m1v and parties, so maybe we will see Abgaal and Kablalax alliance, HG and MX alliance or vice versa, but we will never see a Hawiye only party or Darod only party.
