How will the Somali government fund itself if Benadir state is established?

Assuming Benadir state is established, this will mean that they won’t be sharing the revenue generated in Benadir like the airport, port, income tax etc. Just like how Kismayo port and Bosaso port isn’t share with the government. Having a look at the 2022 government budget, almost all the tax revenue is generated in Benadir. Whilst the rest comes from foreign aid.

Will Somalia be the first country in the world that has a government 100 % dependant on the kindness of the international community to fund it permanently?

I could see the status quo remaining till the government starts resource mining.

But they need a federal tax across the country of 5-10% like in America

Even if Somalia(excluding Somaliland) was centralised, then Somalia’s government still would not be able to cover expenditures which is $430 million through domestic tax revenue.

Benadir = 247 million
Puntland = 62 million
Jubbaland= 20 million
Rest can’t raise much domestic revenue as ports are covered by these three regions.

Somalia is literally the poorest country in the world. If the internstional community decide one day, we won’t be giving cash to Somalia’s government it will collapse. If the international community decide one day they won’t be feeding the millions of Somalis at risk every year due to drought and famine, millions will die.

Of course which is why we’ll be dependent on resource mining in the long term.

But we have to agree on revenue sharing and settle security problems arising from that

The South can make do with 300 million and foreign caydh can cover the rest. But they have to end Benaadir's taxation without representation.

Qoslaaye must tax each of the South's 5 FMS and he must get Benaadir statehood. Or he will have another failed presidency. Its intolerable that the most taxed/populated region has zero representation in the Somalia Italiana senate

They can double their tax revenue if they collect mobile money tax which a lot of african governments introduced it lately like Kenya (10%), Zimbabwe (2%), Ghana (1.5%), Cameroon and Uganda. and that will not be collected from Mogadishu alone.
