How to weigh down quite short curly hair?

I started growing my hair out for the past few months, and I don’t know how to get my curls to stay down. I want it to give me a kind fringe if you know what I mean, but after a day it turns into a Jew fro. Any help?

Do you brush it up or down? How about you comb it while its wet and add cream to it. Curly hair doesn't do well with being combed when dry.

I comb my hair in the shower then put on a conditioner and comb it even more while washing it off after a few minutes, then I put on some cream when I’m done showering.
