How to import CSS templates on outlook?

Trying to remove the external source message on my emails but don't know how

Assuming you're using the web version of Outlook, you could use extensions like Greasemonkey (firefox) or tampermonkey for all other chromium-based browsers that let you inject custom CSS into websites. A little bit of JavaScript knowledge would help but, it's not hard just youtube/google it as @Diaspora ambassador suggested.

does the css injection via these extensions only affect the users screen or the site as a whole?

It would only apply to a user's browser where the extension is installed. Although extensions can intercept requests and responses from a webserver, you can't change anything on a remote server unless you somehow find a way to exploit it to persist changes on their CDN/Filesystem, which is very unlikely and highly illegal.
