A great deal of debt accumulation coupled with dying manufacturing sectors during the Ogaden war, and especially after, decreased the total budget from after the war to the late 80s. I'd expect the budget spending, spending percentages of GDP, was much lesser than before the war, even by comparing manufacturing capacity. I don't include during the war since such conditions usually inflate budget expenditure by a lot with an increase in GDP, not reflective of the overall health of the economy, and it's generally short-lived because such allocations affect the rates of long-term economic growth.
