I think it depends where in Somalia and what income source.

This is my hypothesis:

National budget.

Puntland and Somaliland = 30% Stolen

Xamar = 70% before this Government and 50% now.

International Aid.Somaliland and Puntland = 50%-100%

xamar = 90-100%.
