It may seem like boomer advice but he is speaking facts. In short he is saying carry your self with a bit of pride. Its genius really how he can fit such small words with so much knowledge.

The issue is that most of his advice is incredibly basic and none of what he said would even help the community significantly.

If he wanted to give real advice, he should have said funding for programs, more importantly free programs in STEM and Sports that can aid the youth/unemployed people of their respective communities.

Also a lot of these communities suffer from poor groupthink culture and are mainly individualists rather than collectivists. Look at the success of East/South Asians despite them growing up in similar conditions.

Most importantly systemic racism and years of oppression against African Americans in the US especially the damaging lingering effects of the War on Drugs have damaged the community tremendously(CIA was supplying drugs to low income communities). There needs to be far more efforts to help out.
