“Hirshabelle state plans to build a dam to avert floods from River Shabelle in Beledweyne town amid thousands were displaced by heavy floods. Last month, 90% of Beledweyne residents were displaced by floods after River Shabelle breached its banks. In an interview with Hiiraan Online, Hirshabelle President, Mohamed Abdi Waare said his government was keen to launch a project to build dams on River Shabelle.”

Turkey has agreed to help aid create a reservoirs in Jowhar and a damn near Beledweyne. This will help create jobs + energy, consistent clean water alongside lessening the effects of seasonal floods.

I believe the aid was towards helping the victims but this project is being funded by a joint Turkey-Somalia infrastructure agreement.

They need to build a sewage system and waste water treatment plant. it should have been done by now this is simple stuff that other countries have implemented since the 1800's.
