Best way to fight agaibsr Jaad addiction is to label it intoxicant and tax it heavily. Put heavy tariffs on imported Jaad like two dollar tariff per kilo. Then put 40%VAT on its sale on the markets. I think this would be an excellent deterrent to 80% of jaad users.

After a decade it's users would be a small fraction of the population. It can be labeled as a drug and its ban would be a realistic goal.

But one possible problem is, that the dowladda would get a steady revenue that they might get hooked to, and they might not want to ban it.
